Conflicts within the Horeb Tutbenu Congregation which experienced unresolved conflicts which resulted in larger conflicts and even split the unity within the Jama'at which resulted in the displacement of the congregations. From the results of research and data processing obtained through observations and interviews that have been analyzed, it shows that the conflicts that occurred in the Koreb Tutbenu congregation were due to the election of the Congregational Council, differences of opinion regarding the rules for selecting the church assembly, the financial responsibility of the congregation which caused divisions in the congregation which became the cause of the expulsion. some members of the Koreb Tutbenu congregation who moved to another church. The factors that cause conflict in the church are: 1). Misunderstanding of the election rules for the Congregational Council which causes conflicts in the application of the GMIT regulations in the election of the Assembly of the Jama'at; 2). Differences of opinion regarding the financial accountability of the church which is urgently needed by the church in order to increase transparency and accountability of services in the church; 3). The expulsion of the congregation as an immigrant congregation that started from the election of the congregational board, financial accountability to the expulsion of the Timorese Amanuban as immigrants who wanted changes in the congregation while the Timorese Amarasi ethnic community wanted no leaders in the congregation for the immigrant community, as a result there was expulsion of members some of the Amanuban ethnic congregations, so there was no worship activity after the expulsion. Even though the early Jama'at was a group of believers who come together to worship God. Therefore Servants in the church must adhere to the rules for selecting church councils so that there is no conflict in the congregation. There needs to be transparency and accountability to the congregation so that there is no conflict and it is necessary to resolve conflicts by mediating from various ethnic groups to avoid ethnic conflicts.
